JAMIE S. MANUEL, is a partner of Mayhall & Blaize, LLC. Jamie earned his Juris Doctorate from the Paul M. Hebert Law School at Louisiana State University in 2001 where he graduated in the top 12% of his class. Jamie’s practice also includes title examination, resolving regulatory issues involving the State Mineral Board, Office of Conservation and DEQ, drafting of oil and gas related agreements, and rendering opinions on day to day oil and gas operational issues. Following graduation, Jamie joined Gordon, Arata, McCollam, Duplantis & Eagan, attorneys of New Orleans, Louisiana, as an associate in the oil and gas section. Jamie's private practice has focused on representing clients in a wide variety of litigation matters in state and federal court and arbitration, including oilfield toxic torts, complex contractual disputes, possessory and petitory actions, administrative law matters, maintenance of mineral servitudes and a range of other issues.
After the destruction of New Orleans by Hurricane Katrina in 2005, Jamie returned to his home in Baton Rouge and took a position with the office of the Louisiana Attorney General, serving as Counsel for the Louisiana Mineral Board. As the attorney for the Louisiana Mineral Board, Jamie advised the State Mineral Board on a multitude of oil and gas legal issues, negotiated compromises of disputes between the State and landowners or operators, drafted oil and gas legislation and served as co-counsel in the State’s lawsuit against the U.S. Minerals Management Service. Jamie worked closely with the Secretary of Department of Natural Resources, the DNR staff, Mineral Board members, the State Land Office and the Commissioner of Conservation, and is thoroughly familiar with inter-agency relations.
Jamie joined Mayhall & Blaize, L.L.C. as an associate in August of 2006 and became a partner in September of 2007. Jamie is a member of The Institute for Energy Law, the Professional Landmen’s Association of New Orleans, the Houston Association of Professional Landmen and the Federal Bar Association, Baton Rouge Section. Jamie has written several articles for oil and gas publications and given educational seminars for oil and gas professionals.
Jamie is 33 years old and has been married for 12 years to the former Lisette DeBacco of Walker, Louisiana. They have three sons, Joshua, Owen and Miles.
